Missing users on the list.

Hello everybody

I created a new sub-entity (main entity A, sub-entity B), but I have a problem with users.
I have created user "test" and "test1" as recursive. The "test" user I have associated with the supervisor profile, I want to make sure that when a new ticket arrives that is automatically assigned to entity B (which I have already done through rules) the "Test" user can, by opening the list of ticket users, decide which user to entrust it to (in this case user "test1") but when he opens the list he sees only himself and not the user "test1". What am I doing wrong ?
