[solved]Data (Backup/Restore) Missing from the Administration Section

Hello,
Posted this question before under a different heading perhaps my wording was not accurate. Hence trying again.
My details

GLPI Version 9.4.6
OS: Ubuntu Linux 18.04.4 LTS
Web Server: Apache2
Data Base: MariaDB 10.4.13

Updated GLPI to latest release as well as upgraded the database after which reloaded the previous database from a dump. Everything seems to be working fine except now the "Data" tab is missing in the Administration section.

Additional info. I installed glpi Version 9.5.0 Dev for testing on a different server.
Web Server: Apache2
Data Base: MariaDB 10.3.23
PHP 7.2

Same issue, missing Data (Backup/Restore) in the Administration Tab.
I have verified that there is a user with Super Admin privileges in both system. But cannot find in the "Profiles, Adminstration" a section for Data.
Has any one else experienced this issue?
Googling for an answer has not been fruitful, hence this request, hoping someone can point a light to this issue.
