GPLI - How to reply on tickets that's already have been opened

Dear all ,

How can i reply on others tickets?
What is time to own? is it the time when i received the ticket? or not ?
is the time to resolve is the total time to resolve the problem or the time between recieve ticket from others to the final ?

Time to own it's the time to assign a ticket to anybody, user or group.
Time to resolve, case you have a SLA, it's the time to give a solution to the ticket.
