Problem:Rights to Approve a solution-do satisfaction survey on ticket

Good Day

if a ticket is created on behalf of someone else, the writer reserves rights to Approve a solution when it should be the requester. is there a way to correct this such that all approval rights remain with the requester/user.
or maybe a rule that can set the rights to remain with requester or set the writer to be requester.
