Yes, Technician is in charge of the ticket in the notification targets.
The technician can see private tasks or folluwups on the ticket, but he can't receive e-mail.

Create a technician user (This user can "See all followups and tasks (public and private)");
Create a Manager user (This user can "See all followups and tasks (public and private)" too);
Create a ticket and associate technician like a "Assigned to";
With manager user, add a new followup with yes in private option;
The technician won't receive a e-mail message.
For exemple:
Technical(2) is assigned to ticked 0001
If technical(1), that isn't assigned or requester, make a private followup or taks, technical(2) doesn't receive e-mail on 0.84 GLPI version, but it has been working until version 0.83.8.
