how to avoid reopening a ticket??
I need when I close a ticket to prevent users from reopening it again, as I could do.

check administration>profiles>[MyProfile]>life cycle

When one ticket is closed, just don't let it to change it's status.
Inside Profiles, edit the profile you need, then Life Cycle
From/To
From Closed To NONE
