sincronizacion horaria incidente

In the php.ini datatime change the time zone to america / bogota, but when creating the issues the time zone does not match the one selected. I check the documentation and make the changes but the time is still not synchronized, can I check something else?

In Setup > Authentication > Setup > GLPI Server Time Zone

Thanks for your answer, I have done the verification with several time zones and the result is the same, to generate the incidence does not match, for Colombia for example is GMT -5, but with no time zone a change is observed.

The O.S is windows 7 professional, the web server is about xampp for windows
