Empty block actors

Hello

After migrating data from 0.84 to 9.1.2 on the new server, the block with actors (requester, wather, assignee) is empty.
Steps of migration:
SQL dump using phpmyadmin
manual creation of database on new server, adding user
mysql -u glpi -p glpi < glpi_dump.sql
choosing Upgrade in GLPI web installator - finished without errors

All issues (existing and newly created) looks like this:

Since 0.85 rights was change in GLPI.
Verify them in your profile
