If i well understand, you want that a task is mandatory to assign a ticket?
Why not do the reverse? you assign a techn (or a tech group) and a task in automatically created

Exactly, because some techn reassign her tickets to another tech group without put anytihing on task or follow up.

How can be that? i mean, i can do that, but the rest of techn can do that without skip this process?

Behaviors plugin was to change comportment of core, so i can do what i want.
Example: you assign a tech to the ticket and a task is automatically added by the plugin with state TODO, text "to do" affected to the tech assigned and a planification created for 1 hour since the creation of the task (now). With this, the new technician can see this new task in his central and his planing.
I did it for a customer
