Change database user

Good morning,

I want to change the user of the database, since I am currently using the root user. The thing is that I create a new user, I give you permissions, and now I have to modify the config_db file.

My question is, what do I have to do after modifying the config_db file? Restart mysql? Restart the server? Restart that? Can this lead to a service outage?

That's how i did that, not sure if that's actually right, but i have no problem later.
Stop web-server.
Edit config.
Start web-server.

Once you edit  config_db file change rights (for safety reasons) .
no need to restart server.
this file is read by glpi at login.
