Not connect Plugins Snort/Cacti

Hi,
I have try connect the Plugins to Database, but this error is displayed:

PHP ERROR: mysql_connect() [function.mysql-connect]: Lost connection to MySQL server at 'reading initial communication packet', system error: 111 in /var/www/plugins/snort/inc/plugin_snort.classes.php at line 381

This is a infrasctruture problem, or plugin problem?
